    2. Phase 1 is needed now before stable branch milestone (jmorgan1, 15:32:45)

    4. Phase 2 is needed for as well to prepare for further phases (jmorgan1, 15:33:52)
    5. other installers are minor changes (jmorgan1, 15:34:21)
    6. target is to achieve Phase 3 for Colorado release as well (jmorgan1, 15:34:58)
    7. Phase 4 will need to have be implemented after Colorado release (jmorgan1, 15:35:32)
    8. next steps is to send email to tech-discussion for vote (jmorgan1, 15:36:57)
    9. then bring results to TSC for an update and provide status (jmorgan1, 15:37:34)
