- Ray reviewed the background of the proposal,
which was discussed in PlugFest, and lots of people including Frank,

- The idea is to include those contributors that
are not committers, but contributed significantly to community in
various ways, such as wiki, discussion, meet-up organizers

- The first question is how much can be automated
