   5. this limit was intended to catch the very most active users (acmacm, 13:16:45)
   6. image retention - images not updated (pulled) in 6 months will be archived (not such a problem) (acmacm, 13:18:36)
   7. A pull request involves a manifest request, so even if you have a local copy there is a PR. (acmacm, 13:20:42)
   8. assume that all users for OPNFV development are anonymous users so they are subject to the lowest limit (given above) (acmacm, 13:22:37)
