  * Group achieved consensus to recommend this project proposal for TSC

* APEX/XCI Release Model  (bh526r_, 14:28:06)
  * David McBride summarized that we have passed MS3 and MS4, so it
    needs exception approval to reach both MS3 and MS4, and we are
    approaching MS5.  (bh526r_, 14:32:49)
  * So David McBride feels it makes process messy for Frazer release.
